Red Line is confirmed to be around 10 Km underwater since that's where Fishman Island is but unless I'm forgetting something from the Reverie arc I don't think the height was ever shared (in manga at least).

Thinking about this now you are actually right. There isn't a number given for its out of water height. Might be way taller than we think

People had trouble suddenly being at that height but the locals were fine, Enel is also having a fun time in space so I wouldn't worry too much about breathing issues in the World of One Piece.

Unpopular opinion: WG didn't have a clue that Zunisha is still here cause they didn't venture in the New World that frequently and that broadly.
In fact, those who ruled this sea for decades are pirates.
