If in the next chapters Oda emphasizes that it's impossible to awaken or even use that fruit except with supreme effort-dedication-creativity to even access its initial powers, which is why no one was able to use it let alone awaken it for 800 years, would it be better at least? I think that'll tend to be the case, since Oda blur the lines so that the guys with best effort and power get the best fruits and swords as well.
Look at Kaidou, if he doesnt have dragon fruit then it'll be at least a bit questionable whether he's the true WSC. People can also say he is carried by his DF, boosting you with a thousand elemental abilities-durability-endurance. But without his competence in using it in combat and harmonizing dragon powers with his original combat technique like Drunken Bagua, he wont be able to do zigzagging maneuver since he stole from Luffy with Thieving Drunk Mode and use FS to incorporate it.
Oda does this to the strongest of characters. They have the best techniques, best effort, best creativity, which is why they are worthy to wield the best DFs and Swords and use their max potential.
