Simple as that, the world government might have considered Luffy a threat but would you expect your organization to be taken down by some upstart pirate after 800 years??

Ok, that I can understand. That's not a bad point.
I'm still not 100% convinced they knew everything though, because amongst themselves they cast doubt on the situation and even question why the WG would give the fruit a different name.
That implies they didnt know things before a certain point. It's even called "rumor" and "hearsay" in 1041.
I wonder if Luffy's awakening will have some kind of drawback.
Law and Kidd said their awakening pretty much left them without stamina (though Law didn't seem to care much lol) so maybe Luffy's awakening will give him impotence or something.
