no black lightning = no acoc haki
the Vivre card that covered the rooftop fight didn't consider zoro a coc haki user because he only unlocked basic coc haki on rooftop and had no idea about it

The drawback we saw this chapter will probably come at a point again when Kaido is fighting back. Then I can totally see the Straw Hats or the Momotaro group stalling Kaido until Luffy lands his final hit
One reason Kaido could not get a big flashback is because Oda wants to keep Xebec hidden and reveal him for another arc.
I still think Kaido is getting a small flashback, but I wouldn't bet on a several chapters long one.
