I don't remember the exact quote but didn't Oda state that If Boa got the Goro Goro she would've been unbeatable to anyone or something like that?

Obviously mythical zoans are the top of the class above any mid Logia.

Sengoku has great hype equal to Garp imo but Akainu is definitely build up to be stronger. He earned his position via a proof of strength.
