He always has. He damaged Whitebeards ship casually with haki.
Also Mihawk also paralysed people with stares at Marineford, just Luffy at least I think but still.

Shanks needs that edge over the other freaks of nature and their broken DFs somehow.

Plus former apprentice and student of the Pirate King and Dark King/his VC. Kaido even said haki reigns supreme and its what made Roger truly succeed.

Ambition is extremely important to pirates and haki is ambition literally too ofc.
