Every theory is nothing more than Fandom made and through confirmation bias everything points to a theory. It didn’t happen, it not happening literally changes nothing. Accept the L and move on. It made just as much sense for it not to happen as much as it did to happen.

I'd find that sort of hard to beleive, considering the Gorosei scene especially (people whod never relinquish to freedom). I'd sooner believe it has to do with peace and prosperity, but at the expense of control, which is why he's leading Luffy down a particular road.
