Mihawk may be considered the WSSM on paper, but he truly has no hype. All he has is a title and a black sword, the latter being something pre-skip zoro and ryokugyu also have.

• gets stalled by vista
• has his slash blocked by jozu
• isn't even confirmed to have defeated shanks(or really any top tier)
• isn't even confirmed to have conqueror's haki
• runs from the marines whereas the marines run from shanks

I think Kizaru is honestly stronger. He had better portrayal in marineford with Oda putting him up against Marco and WB, while Vista fought Mihawk. Also, he was willing to go fight kaido/big mom while the most Mihawk was willing to do to a yonko was send a slash while standing a mile away.

Buggy is considered the leader of cross guild
Means WG thinks that buggy is greater threat than mihawk that's something to be ashamed of

Cross Guild is an association for bounty hunters, whoever hunts a marine with a bounty gets paid. It won't be much but it's probably better than nothing.

However no matter what Lunar Queen Carrot is unironically the best thing that happened to her.
