I think it's important to remember that Jinbe is a very well respected and notorious pirate who's been active almost as long as Zoro and Sanji have been alive. He's worked with two Yonko crews, was the right hand man of Fisher Tiger a notorious criminal, and even was a former warlord.
Based off what CP-0 said, the World Government thinks that he's a very big deal + he's benefiting from inflation from Luffy.
Him being above Sanji bountywise isn't that big of a stretch of you think about it, though I'd bet that Sanji gets a higher bounty next time. (Fyi I think Sanji is stronger than Jinbe)
I think it is totally possible that Jinbe and Sanji's bounties are mixed up, but either way it's great for Jinbe either way lol
