-Influence far underneath that of a Yonko crew over decades.

-Territory far underneath literal nations and countries Yonkos took under their wing across the decades. Cross Guild was literally formed yesterday.

-Armies far smaller than a Yonkos, usually speaking. Big Mom has literal countries under her and at her beck and call. Her forces crowd the entirety of WCI and are spread even further than that. Kaido has insane presence in Black Market.

-And not to mention Mihawk is not LEADER OF ANY OF IT. The influence, territories, and armies of Cross Guild might be half decent, but Mihawk doesn't command any of it, so his inflation is minimal

So, yeah, being less than 500m under Shanks despite all of that? Absurd and puts him above there with them power-wise in every manner possible.

Oda really screwed up the bounties.
Luffy defeated katakuri to raise his bounty to 1.5 billion and then defeated Kaido to get the 3 billion.

Meanwhile Law only helped to defeated Doffy to get a 60million raise to share the same bounty with Luffy for 500 million. Then suddenly got a 2.5 billion raise by defeating Linlin, even though he shared the victory with Kid.

Who cares about Sanji, Luffy got robbed.
