Generally speaking there is little to no difference between Admiral/Yonko/Warlord/Commander in the eyes of the OP world. These characters are all stronger than 99% of the OP population, it’s OP fans who have tried to subdivide these characters into tiers.

This isn't dragonball where bounty indicates power level. It's more complicated than that. Oda's known to assign unusual bounties from time to time like the one he gave Buggy and Robin even though we all know it has nothing to do with their fighting capabilities.

Again don't get why people are stating the exception as though it's the rule.. It's the exception for bounties not be indicative of power not the rule. There are more examples of it being indicative of strength than it NOT being so

Mihawk bounty > Luffy/Buggy/Blackbeard bounties
