Because people downplaying his bounty for him hunting Marines in the past is stupid when the people he compares to are literal Emperors with multiple different Islands under them, troops numbering in the thousands and really, really strong Yonko calibre crews.

The amount of threat level they pose to the World Government is multiple times higher than one guy who literally spent the last few years farming on an Isolated Island with Baboons.

A power player is always a threat. Do Rayleigh gets his bounty lower because he was retired? Or does Shanks/Luffy/any other high caliber pirate if suddenly stops being a yonko will lower their threat level and bounty?
Besides, often times apart from individual achievements, yonko subordinates bounties are associated with yonkos not the other ways around.

Lol butthurt shankstardsm cant accept reality,yonkos are yonkos because of crew and territories or they would just be called strong dudes. Your boy shanks is famous for having the toughest crew in the world,he got territories and history all over the place and yet he cant even drop a B on mihawk whos just chillin for like 10 years while shanks is tryharding

If they stop being an emperor and go solo, their threat level ofcourse falls down. They dont have their empire in that case mate! Look at how much resources every single Emperor has, look at how many troops WB pulled into Marineford with and tell me with a straight face that those influence doesnt count when talking about WB's threat level.

SH Grand Fleet was even cited as a reason for making Luffy the 5 th Emperor. Influence matters!

BB, despite having Gura & Yami, had to beat Marco + Remaining WBPs and then conquer territories to even come into the Emperor conversation!

Are you autistic or smth?or you trynna make my point?the strongest creature in the world,with an army full of zoans and samurais and having more than 5 execution attempts on him and dude is 1 whole bil from mihawk. Thats how a yonko should be,poor shanks overshadowed even by his own crew
