Yonko are not top tiers lol. Big Mom was defeated without Haki and Mihawk is casually more powerful than Shanks. Green Bull even said that he will solo Shanks and his entire crew.

Shanks is not a top tier, he and Vista can fight for a spot among the mid-high tier.

They are since they are the only people in the verse paired up against mutiple high tier opponents. The same is not ssid for admirals.

Kaido and WB have superior portrayal due to their titles. Whitebeard also has his status as Roger's equal. What the hell does Big Mom have over Mihawk?

Besides Roger, Whitebeard & Kaido...is there even anyone who has flat-out superior portrayal to Mihawk? Not similar portrayal, but superior.

BM's bounty is significantly higher, even so compared to shanks, Mihawk's rival. BM also fought on par with kaido.
In a direct comparison, Queen could not face O-LIn in any capacity in a 1v1. Neither could Luffy, either in WCI or in udon. In her most nerfed form, she temporarily KO'd Queen with 2 hits. Mihawk got stalled by vista.

Ultimately, if you discount anti-feats, she is near equals with kaido.
