Yes he would because according to oda he is stronger. If shanks was stronger he’d be the strongest swordsman but he’s not. He is a swordsman though just not the strongest.

i remember doflamingo who could capture an entire island and defeat sanji and Law and still fight against g4 Luffy and he had a bounty of 340 million... hell Luffy only got a 500 million bounty for defeating him. Now Usopp has that same bounty for an arc he didnt even fight in. So apparently the entire crew is going to get kidnapped next arc except franky who doesnt appear in a wanted poster.

this entire chapter made no sense and was major cringe.
