This chapter doesn't say that though, if it wanted to say Mihawk > Shanks it would have said so, but instead it focused on skill.

It says that Mihawk is the strongest Swordsman in the world and Shanks is the benchmark for swordsmen besides Mihawk. Mihawk is the strongest in whatever a swordsman does and that includes shit like Asura or throwing spinning tops.
