All of these points became irrelevant once Mihawks bounty was revealed. If his bounty was only 2 bill and the same statement was made in this chapter you could have argument. But the fact that his swordmenship makes him 3.6 bill threat ends all serious debates.

Thats only if you prioritize bounty over feats tho, while bounty system is influenced by not a perfect measurement without knowing each activity and stance of someone. Mihawk chasing Marines obviously will be a threatening factor, while Gorosei said Shanks is not trying to change anything by himself so a rather passive guy with territory and crews. Bounty stuff didn't change that Chinjao or Marco or Admirals paid no attention to Mihawk, there are always something each fandom prioritize to decide powerscaling.
