Said it back on OJ when Imu-sama was first revealed on the throne, but their existence makes the Yonko part of the story look like childs play. This chapter just reinforces it.

Blackbeard invades Kuja, almost kills Boa for her power but backs off due to Rayleigh's presence.

Imu-sama this chapter reportedly wipes out an island to get rid of a pseudo Emperor like Sabo.

The scale is completely night and day between these events.
 
You have to see what kind of reactions are those of the mugis to luffy saying his dream

this will have to do with his awakening, nika, the liberation of the oppression of the GM and with the D clan.

IM sama in the chapter can confirm about luffy.

The WG is threaten by whoever finds the one piece and they can’t just go around and start nuking islands
 
But this makes it a bit nonsensical that he's kept himself hidden all this time if this is what he's capable of.
Well, why should the puppeteer do extra work if he has puppets doing his orders and everything else? The WG tries to cover everything from the Void Century - which Imu would also be part of. The Gorosei, are his limps and the WG is basically his face. It's all an act.
