It isn't necessarily a random visit. Maybe someone tells the crew the fourth Road Poneglyph is there, somehow the WG realizes that as well and sends the SSG, thus hit two birds with one stone.

I also want to see Vegapunk's new creations losing to giants who he desperately wanted to produce through his failed gigantification.

A single person does not the Zoro fandom make. Most Zoro fans were talking about the Mihawk eyes.

The Gorosei wouldn't have said that he was just unlucky if Imu had been planning to exterminate him from the get go.

God's Valley may have been targeted because of Rocks.

Lulusia was targeted because they partook in the Eight Nation Revolution and dethroned the royal family. Imu is making an example out of them and letting the rest of the world know what fate may await them if they decide to rebel.

Tl;Dr: the Gorosei would not have called Sabo "unlucky" if he was the intended target of Imu's attack. He's unlucky because he inadvertently got caught up in an attack that wasn't directed at him.

Hence why they said that perhaps, it might be fate.
