And this isn't true also. It was stated by Brandnew and Doberman that the Shichibukai can be used to send out and confront enemy forces as the Yonkou. If they can't call them in and make them obey, there's no reason for that system anyways.

Also, you're acting like the Shichibukai aren't known as the WG's Dogs by the entire world. Random citizens, Kid and several other characters have named them like that.

Umm Mihawks rules seem even different.

Where as Kuma and doffy are expected to attend special events..Mihawk picks and chooses and WG doesn't do shit about it.

Fleet Admiral of navy was shocked Mihawk arrived and he told Sengoku to not get too excited he came for his own motivation.

He came to Marine Ford also due to his own motivation and left before any other warlord left and some Jebroni marine tried to stop him and he told him to stfu.

Where as an admiral has to stay to the very end.
