Saul surviving is not unexpected. Kuzans style is to freeze his opponents, walk away, and leave the rest to fate. If he didn’t actively try to destroy the frozen bodies of Jozu, Doffy or Cracker, it would be odd for him to do so to his friend. The others all died in the buster call, but Saul being an icicle likely saved him.
It also further cements the difference in ideologies between Aokiji and Akainu.
Akainu's absolute justice that won't even made him back down from killing someone in his own ranks to Aokiji who is more merciful in merely incapacitating people.

I mean, he is the same dude who went against his orders to have Robin escape too.

And if anything, Saul is a far cry from the Will of P folks.

Robin:
Will of O'Hara

She's going to make O'Hara 2.0

While Ohara does feel like it in a way, I'd consider it fitting if Robin actually sets up the genuine thing with all the knowledge.

Maybe even in Alabasta itself and entrusts it to Vivi's lineage as a means to get back for assisting Crocodile, cause the value of all this knowledge is worth more than any treasure.
