Being on the run =/= blooming you Haki in fights. He wasn't effectively fighting people on his level or slightly above so he could bloom his haki and learn new techniques.
He is definitely adjusted by Oda now but he is nowhere near top Commanders ballpark. I'd first had to see him go through Jack then we can discuss anything higher. Jack or Jack alike level fighter.
