Depends on what purpose Wado was intended to serve. So far, Wado is nothing more than a memento of Kuina. The other swords including Shusui are more linked to Zoro than Wado because they tested and chose him in one way or another. Enma is the first ever sword to question Zoro's authority and tested him to the fullest. It made him realize where and what he was lacking, which resulted in him realizing his kingly potential, which, in turn, gave Zoro a kingly ambition and identity. Enma is more linked to Zoro than Wado has ever been while Wado is more of a reminder of his promise to Kuina and a memento.

Of course his presence as a threat and a calamity is being nerfed. That's the entire freaking point for the World Government.

It is just Oda trying to lowball Luffy and paint him as some underdog. If he wants that, might as well not give him the yonko title. I mean Lucci should better know the threat of someone that invaded three government facilities such as enies lobby, impel down, and marineford and came out alive.
