I mean yeah, since they have 3 Admirals and 1 Fleet Admiral..
But besides them the rest seem like fodder.
Maybe the Gorosei and Im will be strong but the opposing sides still have:
Luffy
Law
Sabo
Dragon
Dragon's army
Cross Guild
etc.
If they were to have an all out war I think the Pirates would win, the WG only has 4-9 High-Top tiers.
