Imo its just the damage AoE that is not that impressive, even KKG surpass it after being diminished by God Thread + Spider Web + Luffy's own depleted haki.

While the actual attack power of Garp's AdvCoC zone is almost guaranteed to be scaled much stronger than just its size, as 1010 Luffy's ball-sized AdvCoC zone was enough to put Kaidou down, after a barrage of no-AdvCoC Kong Guns or Kong Gatling was not enough to even phase Kaidou in Kuri.
