Garp is a glass cannon then because we have seen characters who are supposedly weaker than garp taking a LOT more damage than that while still being fine.

Think we have to see the condition garp was in before he take the attack since we don't even know how the fight was going with Kuzan.
We also have to see how much damage the Shiryu attack did .
As for him being a glass canon one good attack can KO and he fighting a admiral while he could be hurt .

Blackbeard will have a shichibukai betrayal 2.0 moment with Imu is my bet. Hence he needs to capture Garp to have WG name him their official ally.
