Unless we want to work an agenda about almost 80 year old legends dominating everyone Garp did fine, it seems like only Aokiji who is a top tier still at or near prime could have a chance against him 1v1 and being able to have that threat level at that age (even if just momentarily) is good enough, I would say the same even if it was Roger himself because unless we are dealing with a movie plot where we can just hype up someone for a one-off outside of the series it makes sense for people to not be the ultimate powers at that point, I think late 60s is the max limit for being at top strength in One Piece (assuming they are healthy).
