Oda pretty much established Lucci as a Major Powerhouse in Pre Timeskip - as someone superior to Vice Admirals when he made both Kuma & Doberman hype him.
The Buster Call Vice Admirals were just merely support for Lucci, they weren't as Powerful as him.
Doberman literally says - "If Rob Lucci is inside escorting Robin, then we all have to do nothing"
Lucci was ofcourse superior to regular Vice Admirals even in Pre Skip when he hadn't Awakened.
Oda will not change that established Portrayal to hype these New VAs who all just look like a bunch of Bullies in Suits who are going to get Whooped by the Strawhats.

There is no "Strawhat surpassing their Opponent" to be done this arc.
Zoro is only inferior to Luffy, Kizaru and perhaps an unknown Saturn among the fighters here - don't get it twisted.
Zoro is going to whoop Lucci. SHs are gonna need Zero Powerups this arc, they are going to shit on their Opponents.
This entire arc narrative is to establish the Strawhats as a Proper Yonko Crew.
Kizaru, Vegapunk, Kuma, Sentoumaru, Seraphims (Upgraded Pacifista), Celestial Dragons... this arc screams "Sabaody".
And back then Luffy was 100x weaker, he got Owned while Law/Kidd escaped.
Now, 2 Years later - Law/Kidd got destroyed by Yonko while Luffy (who is a Yonko himself) will establish himself as a Major Powerhouse.
