Military commanders don't require said person to be strong. That'd be like saying that the President of the USA needs to be one of the best soldiers alive. And also Hokages are usually doing paper work, not combat. Regardless there are countless other Shonens that have the OP old man trope and the OP powerful organization leader trope besides Naruto.
