Koby, like Kuzan, isn't "confirmed" for me.
The argument is basically based off of Black Lightning.

When Oda introduced characters as CoC users, he made no doubt about it.
Direct, crystal clear character statements that "character XYZ is a CoC user".

These characters are on the waiting list for me, we'll have to see whether they get those statements tbh.
