Bounty accounts in all the crew , influence and Their connections to Past top tiers who has something to do with Void century.
- Its widely known buggy and shanks were Roger crew mates
- Shanks has solid 10 people around him and a whole fleet behind him though weak
- He has territories under his control
Whereas mihawk past bounty is still unknown and there's high chance current bounty is the past bounty and hence why it's higher than captain of the crew , they simply unfreezed it and couldn't decrease it because he was already that level threat years ago. Or else it doesn't make sense to give bounty higher than leader of the organisation.
Also mihawk and shanks have only 400 mil difference.
