That's why I only considered the idea in a "pure" form.
In execution, Dragon's only been shown to say and know what the plot needed him to in order to get the more shock from the readers. However, I wouldn't put it past Oda to later reveal that Kuma's transformation into a cyborg was part of Dragon's plan to build an army to rival the WG. This very chapter showed us that Dragon's lines are not always coherent with his values and/or knowledge of facts; he will only say what Oda wants the current chapter to convey in isolation, regardless if it makes little sense in the grand scheme.

Dude its clearly him that wanted the title other wise say no . they only proposed to him no one forced him . Its state in the beginning of the show that warlords are the one that pay the gouvernment for their protection not the other way around they have to let the navy get a part of their loot . Mihawk loved being free from the marine assaults . Its legit why he joined crocodile . He want be able to calmly live his life and challenge strong swordmans not have tons of navy after him .

No one forced him and the navy are not paying the warlords .
They are just freezing their bounty in exchange of a part of their loots and the warlord having to work for them .
