And if they ask her why,shouldnt they know about it,as some of them were with Kuma (the two guys with moustaches) during him growing up? I cant find the scene on Youtube,and i dont know how different is the scene in the manga

Could be that VP had put a secret authority lvl on the Pacifistas for Dragon above the Gorosei? If not the creation of the Pacifista and teh Seraphin is totally nonsense, as VP clearly knows the CD are trash and that they control the Navy

I had the same thought, but why wouldn't he give himself the secret authority over Dragon?
