Kuri ain’t dodging Luccis attacks Gear 5 fights at a higher speed than snake man and sure lucci was getting overwhelmed but he was able to react to gear 5 at least.
Gear 5 in every stat ranges from Base level to above G4 level. I believe that's a common thing now, like, not every attack is thrown with the same force or speed meaning when Luffy turns up he might very well be > Snakeman in speed but I don't think he really tried being fast against Lucci while he had to catch up to Kizaru.
Yeah cause Kata was never meant to be held to the current standards. It’s why his feats and portrayal put him below Marco King and Queen along with his bounty.
