Yes, kizaru doesn't have that type of Ap, kizaru's portrayal during the arc:

- Fail to knock out Sentomaru, Sentomaru is seen 1 chapter after fighting Kizaru helping Bonney.

- Fail to knock Franky out even though you attack him twice, in the case of kicking Franky it caused 0 damage.

- Fail to knock out Atlas who was pierced by your lasers and yet is ignoring it until now as if nothing happened

- Fail to knock him out and do something to Kuma, who, holy shit, is really, really hurt.

- Fail to knock out Sanji even though you attack him several times with:
Laser drilling, having lasers blocked twice, and now Sanji ate a kick from Kizaru.
