Nah. When you understand the full nature of Ryokugyu being a CD Stan, you’ll understand there is zero way he’ll go along with this lol. Especially once he realizes that the Gorosei will kill him as well.

Oda already laid out the foundation for Ryokugyu defecting when he foreshadowed his “sad backstory” in SBS. Ryokugyu won’t quietly watch the entire world of OP and himself be killed for the Government’s sake lol.

Bro the CD live on the redline. So a flood wont affect them.

But it will massively affect and literally eradicate every single human and creature in the lower world.

The marines, even absolute justice followers like Akainu, wont stand for it.

You underestimate the hatered some marines might harbor for pirates. Some people are just ok with burning the whole world down just to take down thei hated enemies. It could for any set of reason, mostly revenge or the like.

That why I say Akainu will take over world government with iron fist (Which he made world even worse by oda plot )

Gorosei and IMu are ain’t final villain and no it is not some secret evil flying snake from nowhere as final boss.

Like I said, never underestimate people's hatered for their own enemies. Some people are ok watching the world drowned whole than seeing their enemies breath another breath.
