One reason could be, because his strength was taken from him, and he was left in a child like state. He can't openly rule the World, because he doesn't have the strength to do so.
What if Lili did this to him, which is why he seems to hold a great resentment towards her. We know the Ope Ope no mi sacrifices the user's life so the recipient can become immortal, and Lili disappeared after the Void Century. Perhaps Lili was the original user, and deliberately used it on Imu. It kind of locked him in a 900 year hell, where what he wanted was right in front of him, but he could never truly have it.
