We've seen how Mjosgard was treated when he tried to influence the CD's. Why wouldn't her Kingdom rebel since they previously believed in what the 20 Nations fought for?
Not to mention the 20 Nations (19) still gave her the offer to join them in Mariejois and didn't retaliate later on
There's very little that points to the 20 Nations being objectively evil at the time
The only thing that could possibly point to them being irredeemably evil is the world sinking but we still don't know how that came about
Vegapunk only mentioned that it took place during the Void Century/War not after they had already won
If we're to assume that an Ancient Weapon caused it then it's impossible to determine which side was truly responsible
The only Ancient Weapon we know of that had an official side was Poseidon since she was friends with Joyboy

I don’t know about that but it’s clear Alabasta was one of his first plans seeing how it’s the most in depth Oda ever created an island
