Only Topman is at best equal to Akainu
The rest are admiral level or >= Admirals

I dont think any single Admiral or any single Gorosei is an exception tbh.

To me, all 5 Admirals are near equals in strength. And same for the 5 Gorosei.
Atmost small differences here and there.

But whether Gorosei are stronger or weaker than Admirals is yet to be determined imo.
