He can be inferior, I dont think that's important.
I am more focused on his role in the story and his upcoming interaction with Luffy. It is interesting to see how Oda is setting up their meeting.

Mihawk has a different role. And I think Oda need to spend more time on him to develop his character.

I disagree with this alliance approach as they will all need to face each other at some point, would make more sense to either take out the perceived strongest first (Shanks) or the weakest on paper (Buggy). Shanks defeating Luffy's underlings signals intent that he isn't about to give Luffy a pass and to be worthy of pirate king he would need to defeat Shanks too.

Just my opinion and interpretation anyway.
