I think Crocodile was way above pre-TS Luffy and always worth 1.9 Billion.
But Alabasta was an arc written for him to lose, and he lost after 3x rounds with Luffy having plot armour.

It gets worse if you include the non canon sources.

Bullet fought equally with prime Rayleigh, then left the Roger Pirates and had an equal battle with Crocodile.

Yeah, Luffy was never on Croc’s level pre timeskip at all.

They claimed he got powercreeped & was Babanuki level, for him to walk around with a bounty of 1.9 Bil.
But instead of admitting they were wrong - the reaction is to say either Oda retconned or Oda failed to show the portrayal back in pre timeskip.

I don't believe Crocodile grew at all, if that's what your question is going towards.

Lucci is an example of a villain who actually grew in strength, came back with an Awakening and with new Rokushiki techniques (Hand Pistol instead of Finger Pistol).
Crocodile in ID/Marineford showed zero new techniques (it was the same Desert Spada, Barjan & Sables) and in fact, Croc showed superior versions of these moves back in Alabasta (Desert La Spada & Sables Pesado).

The only reason why y'all believe that Croc was retconned is cuz you also want to believe that he was actually pre-TS Luffy level in Alabasta.
I'm comfortable with the idea that Croc lost to someone far weaker than him after heavy plot armour.

No, Crocodile was already showing signs of being worth more even before the time skip, look at what he did in Impel Down and Marineford.

The man was clashing with Doffy, Jozu, Akainu, going after Whitebeard's head, Mihawk, etc... All of them are tougher than Luffy, the 'man who defeated him.
All this inflation stuff doesn't exist, Kaidou eats Kizaru for breakfast.

-Chad Nameless was the god of war, strength, and dragon slaying, leader of the warrior called and worshipped as the embodiment of strength
-Prime Lorian was a 20 foot monster who bisected the strongest demon of all time in one blow

What does Gwyn even have in comparison? Nothing. A bunch of non-combat feats that have nothing to do with strength in battle.
