The marines only knew because she had a bounty. There are no villagers reporting to Saul. There's literally nothing he could do (and he would probably get himself killed since he's quite noticeable, and he's a traitor to the WG, Kuzan would have definitely hunted him to clear his reputation). Add to that he's in Elbaf
 
we just arrived in the village she spent her childhood in, and the arc is populated with giants who knew her personally and grew up with her as a child. she's probably the yonko most connected to the storyline of elbaf next to shanks. the last time we saw big mom she went out saying "this isnt the last you'll see of me" or something. pretty much just saying directly to the reader she'll be back.

big mom and kaido are still alive. they'll come back around for the struggle over the ancient weapons. the ZKK people will return
If anything Big Mom may return with another case of amnesia and becomne O-Lin or innocent Linlin again.
 
Kinda surprised by the negative reactions to this chapter, to me this seems like the best chapter of the last few months so far. Glad I reread Water 7, makes me feel more appreciative of Saul's return.
It's because they don't like the idea of Saul being alive and believe he should stay dead.

Imo it's a good thing Saul lived because this proves there's at least ONE important person in Robin's life who is still alive. This is supposed to be a very emotional chapter for Robin because she lived for 20 decades in constant fear, being alone, before she found the strawhats. But with the reveal that Saul is alive, Robin got a glimmer of hope that there still exists parts of her past which are important to her.

I didn't read the rest of the spoilers because I'll wait for the full chapter. This is one of the few chapters when you need to see and read the panels, not knowing what's described in the spoilers.
