I assume his purpose is mainly that, to explain what Shanks is and what his true goals are separate from his doppelganger.

Kong just unfortunately going to get old-aged out like Sengoku, Whitebeard, and Garp. Garp showcase was cool, just meant to probably get Luffy moving that direction for an encounter with BB. Kong will be presented as “past his prime” like Whitebeard at Marineford. Old age is the real ultimate enemy in One Piece, which is why that immortal surgery hits so hard.

He's clearly older than garp , he doesn't feel like the same gen as Garp / Sengoku.
