Potentially, since you are talking about a quasi-human monster and an otherwise normal human. Kaido was naturally incredibly strong and durable, not to mention his fruit powers. Vergo had a normal human body and was still many times harder than steel through armament alone (Sanji smashes huge cannonballs in flight but Vergo hurts his leg). The difference in hardness between a normal human leg and ‘many times harder than steel’ is greater than the difference between Kaido’s natural durability augmented to that same hardness or even harder. To reach even a similar level of hardness would mean Vergo’s mastery of armament haki is better than Kaido’s since he is starting with a much weaker body. Doesn’t mean he is stronger or more durable than Kaido in the end, just that he is a particular master of armament, like Sentomaru is a master of barrier haki and still gets smashed by Kizaru.

Big Mom has a similar advantage, and now with his exoskeleton Sanji does also.
