The more I read the poem the more I think "They" in the context of "They cant meet again" and "They will meet again" is the Forbidden Sun and The Sun God.
Nika may have spawned from it due to prayers it seems, and since then have caused 2 world ending wars for whatever reason. Both times "They Cant Meet Again". The 3rd time it is prophesied they do.
I.e. Luffy needs to return the power of Nika to the Forbidden Sun.
Is this One Piece itself? Something else Imu holds? No idea but I feel like the end of this series may not bode well for Luffy.
