Luffy is situational top tier until he can spam Nika without any time limitation.

Actually, it's more to do with Oda keeping Luffy as under dog and trying to create hype for others as well.

This form will be unlocked against Imu while he gets weapons at elbaf to beat Teach

Obviously he will block it like everyone else knowing yami will amplify his pain

But it's still a massive drawback because in a fight he's bound to receive attacks and then he has to bear amplified pain - and pain eventually wears one's will and strength so it will have effect on his stamina and haki as well.

The man hold a quake to the face and slash to chest from WB and was fine after a few rolls on the ground lol.

No, his mission was done and he was grieving his best friend’s death. That’s why he stopped fighting, in fact he was banking on Luffy saving Vegapunk. That’s why Kizaru perception blitzed his boss to help Luffy recover. Sadly, Luffy was still too incompetent to do anything even when his villain is trying their best to sandbag LOL
