I still dislike the HK for now, but them having a member who is played less seriously helps them start to fit a bit more in the story, as opposed to Shamrock and Garling, who had very serious intros which I found very cringe

If you want to go down that road luffy don't spam his ACoC either and we know he has it .
As for right now luffy is spam his G5 but not his ACoC and he was fighting whole last arc and look like he did it once.

Entering G5 and Haki trails 70...
But high end attacks like
Bajrang Gun / King of Hell Three Sword serpent (Not sword style) are straight 100...

Context is key, so that only means base in that case means serious Luffy and Zoro

They don't need those forms if not required they'd go all out in base before going gear 5.

For Luffy he literally states that he overkills in gear 5..what he does in that form is bare minimum of what he can do...its not close to base as you think it is just because he goofs around one shotting and 2 shotting folks and runs out of gas.
