No, once Luffy became a sky-splitter he was above Yamato by a margin. Gaban has not shown sky-splitter ACoC, nor does he have any crazy ACoC feats like Oden heavily wounding Kaido.
Prime Gaban was definitely Admiral level just saying a character exists who has the exact same abilities as Gaban and he wasn't even top-tier.
Gaben could be using a new version of acoc which is boosted by power of love.
Also, gorosei had coc and should have acoc too. So they also held back. Had goofy used acoc, gorosei could have used their own acoc and cancelled it out.
It will just be ACoC, which is the counter to all DF related powers. Unless you think Roger's left hand man, who isn't even the vice captain, has his Hakis more maxed out than everyone else.
Yamato believing in Luffy doesn't mean Luffy was stronger than her at the time, because Luffy came back stronger. In fact, Yamato believed in Luffy before Luffy even awakened ACoC lol, and she was definitely much stronger than him at that point.
That's the smart thinking, neither Gaban nor Sanji are a threat ot the Zoro agenda. But some Zoro fans seem more obsessed with downplaying Sanji than propping their boy ngl
Ngl that Gaban in the FS panel looks badass (he has looked badass before too but this is way better), and that panel alone confirms ACoC imo.
Now the question is when will Sanji awaken CoC and ACoC (unless Oda goes with Power of Love becoming his ACoC equivalent).
