Yeah after the Yamato fakeout at literally the last second I’m skeptical about anyone else joining
There’s a 99% chance Loki is a strong ally rather than a crew member
It’s hard for me to see someone like Loki serving Luffy. Especially since it feels more fitting for him to strike out on his own like the rest of the Rocks Pirates did

No one else is joining.
We got all our SHs pre-timeskip, with Jimbei receiving his official confirmation post it.
Then we got an army from all around the world in the Grand Fleet.
Next we're getting allied world leaders, each commanding an important place for the history lore.
It started with Vivi and Alabasta, then Carrot and Zunisha, followed by Momo/Yamato and Wano. These are countries at the core of the Void Century conflict. They will be on Luffy's side in the EOS war, but none of their monarchs will be SHs. I don't expect Vivi to join either.
We're now doing the same thing with Loki and Elbaf, both of whom will back up the SHs in the war against IMU.
Oldest country in Old World + walking country of minks + country of blacksmiths (& Ancient Weapon holder) + country of giants
+ army of pirate captains
The crew is full. The allies roster is almost complete (and by the end of the Elbaf arc will be so). We aren't missing any other important element. Either we go to MJ next, or to Lodestar, or to BB's island, or directly to Laugh Tale--nobody is joining.
We'll only get anchor characters to get the SHs invested in the specific island/explain the history. Shanks for MJ. Gaban/some other Roger Pirate for Lodestar. Maybe Nami herself for Laugh Tale.
What we need is not another SH. What we need is a big force to stall the WG while the SHs race to claim the OP and come back in time to save the day & finally defeat IMU (and BB).

Ulti and Page One swore their service to Yamato for a reason
There’s a very high chance that Yamato becomes the next leader of the Red Scabbards and becomes the Guardian of Wano
She’ll be the next Kaido-like deterrent but actually protect Wano. I think Oda made that pretty clear when he also gave her the fruit that represents the guardian dog of Wano
