It was Blackbeard Pirates (without BB there) who retired Garp. Not Rocks, Roger Pirates, Shiki etc.

Blackbeard has 2 solid top tiers too. Kuzan is staying with BBP until their downfall. Same way Primebeard, Shiki etc staying with Rocks until God Valley.
