Oda has a soft spot for Nittoryubois so just like he made Oden the strongest among Roger Pirates, he could do the same with Shiki in Rocks Pirates.

Was he the ruler of some kingdom that was later " erased from history " after he got taken down at god valley ? Like maybe he wanted audience with the elders they said no and he started causing havoc ?

Or u think it was his first attempt at taking down the WG then realized he needed much more fire power which lead him to recruit people left & right and create the rocks pirates ?

Cuz it's said he became a wanted man after he killed the admiral which means he wasn't a wanted man before that and he sure doesn't seem like a guy who just hangs around doing nothing....

He either went there to complain about something to the CD or he protected someone who was attacked by a CD. Then As admiral went to protect the CD and then Rocks killed him

Probably went there as a royal guard and stumbled upon some secret meeting, like Wapol did with Cobra and IMU, at which point it became a life-or-death situation, so Rocks went all out.
